Firmware Update
A new software image is requested by the operator to address current software issues in the existing software image.

The device must support the capability for the operator to periodically gather and analyze information over the air from a specific group of devices in a defined region.

The device must support the ability to configure device settings over the air using the OMA DM standard. 

Application Management
