HP Helps Dobson Cellular Systems Manage Wireless Networks for 1.5 Million Customers

PALO ALTO, Nov. 8, 2005 - HP today announced a significant success in the operations support systems (OSS) market.  Dobson Cellular Systems, a subsidiary of Dobson Communications Corporation (Nasdaq:DCEL), has deployed the industry-leading software solution, HP OpenView TeMIP, to streamline network management and provide better service to its Dobson Cellular and Cellular One wireless customers. 

HP also announced a broad strengthening of the HP Integrated Service Management (ISM) blueprint, the company's comprehensive, service-oriented framework that integrates OSS and business support systems (BSS).   Specifically, the company enhanced its HP OpenView OSS software portfolio with new features and new pre-defined "value packs" that enable service providers to manage more effectively their next-generation and mobile OSS environments. 

Dobson taps HP OpenView TeMIP to improve network management 

The Oklahoma City-based Dobson is one of the largest independent rural wireless operators in the United States.  Operating under the trade names, Dobson Cellular and Cellular One, Dobson provides a broad array of voice and data services to 1.5 million customers in 16 states, including Alaska.  Dobson operates networks that utilize both of the major global wireless standards, TDMA and GSM/GPRS/EDGE.

To assure that the wireless network is always available for customers, successful operators like Dobson utilize an intelligent, automated fault management system that can monitor elements in the network, identify problems that arise, and alert managers so they can act quickly to take corrective action.

As the flagship of the HP OpenView OSS portfolio, HP OpenView TeMIP provides Dobson with a single, integrated view of all network elements such as switches and radio equipment.  When HP OpenView TeMIP detects a problem, it generates an alarm and notifies administrators immediately via a page or SMS (short message service).  HP OpenView TeMIP can notify administrators with alarm notification 24 hours a day, seven days a week, no matter where they are.

HP strengthens ISM blueprint with enhancements to OpenView OSS portfolio

With HP OpenView OSS solutions as key building blocks, HP ISM provides carriers and operators with a comprehensive, highly adaptive framework that enables them to manage their networks and services effectively, improve mediation and billing, and assure quality of service for customers.

HP enhanced the HP OpenView OSS portfolio with value packs that incorporate pre-defined features to help service providers reduce cost and risk in their operations department - and increase functionality. 

HP also upgraded specific solutions in the HP OpenView OSS portfolio with new tools and improved workflow features that can improve productivity in the network operations center (NOC).   As part of these upgrades, HP unveiled stronger integration among the many different solutions in the HP OpenView OSS portfolio.  Improved integration will enhance operations efficiency and reduce total cost of ownership for the hundreds of service providers that are deploying multiple HP OpenView OSS products.

Specific enhancements include:

  • Value Pack:  measure mobile subscriber experience (MSE) against service level agreements (SLAs) - HP OpenView Service Quality Manager (SQM) MSE
  • Value Pack:  automate monitoring of customer SLAs for MPLS Virtual Private Network (VPN) services - HP OpenView SQM MPLS VPN
  • Feature:  improved NOC operational productivity with new GUI features and additional filtering capabilities - HP OpenView TeMIP v5.3
  • Feature:  new for equipment provider operations and maintenance center development - map application programming interface (API) in HP OpenView TeMIP v5.3
  • Feature:  enhanced integration within HP OpenView OSS portfolio - HP OpenView TeMIP, OpenView Network Node Manager, OpenView Operations
  • Feature:  enhanced off-the-shelf integration with 3rd party applications (Nokia NetAct, NEC 3G OMC, Metrica Performance Manager, Harris Starscan, Nortel OMC-R and Preside - HP OpenView TeMIP
  • Value Pack:  automate VPN services - HP OpenView Service Activator VPN Service
