“This solution has effectively streamlined operations, simplified procedures and enables us to guarantee that employees can only access information they are entitled to, as required by privacy legislation”
 -  Olf Kinkhorst, Director, BKWI

Company profile

BKWI is a government agency in the Netherlands supporting information exchange between the Departments of Employment and Social Security. The agency currently provides more than 18,000 Dutch public sector employees from multiple departments with access to Dutch citizens' records relative to employment benefits and welfare entitlements. Given the sensitivity of the data which it handles on a daily basis, the agency is required under Dutch law to rigorously protect the privacy of the citizen information that it manages.

In a drive to increase efficiency in the delivery of government services and to make citizen-to-government interaction more "user friendly,"the Dutch government reorganized the Social Security Departments and the way they cooperate. The primary objective was to provide a "one stop shop" for citizens in relation to their employment status and opportunities, and associated benefits and entitlements. Since this "one stop shop" can only function if all relevant information is available wherever necessary, the government mandated BKWI to implement a system that would enable all relevant public sector employees to strategically share data from their individual information databases.

The Challenge

  • Improve the efficiency and convenience of government services to citizens by making the various discrete pieces of information available in disparate departmental systems relating to employment benefits accessible through a single interface
  • Manage the access and authorization entitlements of 18,000 (current count) public sector employees to citizen information available via a large extranet
  • Ensure that the security and privacy of citizen data is maintained in accordance with government regulations

Results

  • Three percent improvement in architect/engineer productivity due to speed and power of HP Workstations running AutoCAD and doing 3-D rendering
  • Greater hardware reliability, resulting in less downtime and more billable hours for professional staff
  • More consistent hardware platforms, enabling faster upgrades and repairs by IT staff
  • Stable wide-area network (WAN), allowing overloaded staff to shift work from one office to another to meet project deadlines, budget constraints
  • Greater efficiency for mobile workers equipped with powerful notebook PCs and Tablet PCs
